(1) Before purchasing any goods, construction works or services, the head of the public body shall prepare or have the specifications, plans, maps, designs, special requirements or other details prepared as per Section 4 of the Act.
(2) The statement prepared according to sub-rule (1) should be approved by the officer according to rule 14.
(3) Notwithstanding anything written in sub-rule (2), specifications, plans, maps, designs, special requirements or other details of structures of a complex and special nature such as tunnels, railways, ropeways, cable cars and roads of a special nature shall be approved by the head of the department.< br> (4) The statement prepared according to sub-rule (1) can be amended in any of the following cases:
(a) In case of geologically complex construction work which cannot be predicted at the time of preparing the details, (b) In case of natural disasters after the preparation of the details, (c) In case of changes in departmental norms. (d) If the pre-determined technique or method of conducting the construction work is changed,
(e) If there is a difficulty in its implementation due to the special and complex nature of the structure.
(5) The statement prepared according to sub-rule (1) shall be amended in the case mentioned in sub-rule (4) in accordance with Section 5A of the Act. According to sub-section (2) of the duty to send in writing for legal action, the duty of the head of the public body and if he himself has approved the details according to sub-rule (1) will be of the officer one level above.
